Unequal World

Professors of Economics at MIT and Stanford University respectively, Daron Acemoglu and Simon Johnson, are concerned and somewhat convinced that political power hasn’t leveraged industrial progress to usher prosperity for the teeming millions. If it was automated textile factories who left their workers oppressed at the cost of enriching the owners a century ago, it is now the turn of digital technologies to further widen the socio-economic gulf. The situation is unlikely to change, argue the authors, if the power to make all major decisions remain in the hands of autocratic regimes and a few hubristic tech leaders.

The authors revisit an age-old question: has technological progress meant prosperity for all? Assessing our thousand-year history, from the neolithic agricultural revolution to the ascent of artificial intelligence today, it becomes clear that the idea of shared prosperity continues to remain a distant dream. The geographical locations of technological changes contributed to the direction of technology and the type of progress in different parts of the world: western Europe and China became the centre for agriculture; Britain and the U.S. for the industrial revolution, and the U.S. and China for digital technologies. While different countries had different takes on technology adoption earlier on, its implication on the leading economies led to technologies being forced on the rest of the world subsequently. Such an approach remains far from inclusive as it broadly contributed to the wealth of those who pushed it.

What makes Power and Progress engrossing reading has much to do with the innumerable case stories that justify enthusiasm for technical change at the cost of crippling a large majority. Francis Bacon and the story of fire; Lesseps’ quest for building the Panama Canal; Stephenson’s wagon ways to move coal; McCormick’s machine tools for crop harvesting; and the techno-optimism of Bill Gates and Elon Musk shakes the reader to realize that across history it is the winner-take-technologies that has enforced more inequality and violence on global society. The realpolitik of technology for economic change is skewed, as there are two sides to technology. Acemoglu and Johnson give a large number of examples where progress in technology has led to huge gains for the rich at the expense of perceived recipients. That, according to them, is pretty much the history of the relationship between technological progress and people.

Technology is propagated for the promise it upholds but the benefits accrue after a very long time, and at times quite on the contrary. Better ships did help in trading, but it promoted slavery by shipping lakhs of black people. Back in 1871, Karl Marx had remarked that constant improvements in technology would create a vast reserve army of the unemployed. Over a century later, his words seem to be coming true as the promised transformation of life by artificial intelligence holds the possibility to make life worse for most people. John Keynes’ century-old lingering concerns about ‘technological unemployment’ are back in serious contention.

To reduce negative impacts on society, the authors suggest that debates on new technology ought to center not just on the brilliance of new products but also on whether they are working for the people or against people. To this end, Acemoglu and Johnson enlist a number of suggestions on what must be done to regulate privately-owned technologies that have inbuilt negative externalities for society.

Power and Progress is a fascinating narrative on technology and its effects through history and concludes that the “society and its powerful gatekeepers need to stop being mesmerized by tech billionaires and their agenda.” It is a must-read book that is revealing and reflective on progress that is never automatic unless society unites against the brute power of technology corporations. It is essential reading for everyone who not only cares about the present, but as much about the future of democracy to sustain society.

AI : Where is the control key

The proliferation of technology in waves has been the story, but what if the wave turns out to be a tsunami?

As has been during the previous technological waves – the steam, mechanical and fuel automation - there remains both denial and stoicism for the coming wave of artificial intelligence, A.I. Will the new wave be useful or dangerous, or both. While there are skeptics who argue that the power of AI. has been overestimated, there are others who believe it will accelerate unprecedented human progress. Geoffrey Hinton, known as the father of AI, is worried that artificial brains may indeed transcend human limits. As the boundaries between the real and the virtual are fast disappearing, technology is indeed expanding what it means to be human. 

Each technological wave in the last 100 years did change the world despite Luddite protests, named after a mythical figure, called Ned Ludd, that had challenged automation of textile manufacturing to begin with. Their pain and disruption were real, but so have been the improvements in living standards that we enjoy unthinkably till today. The proliferation of technology in waves has been the story of Homo technologicus ever since, but Sulayman’s concern is what if the wave turns out to be a tsunami? With AI fast outperforming all human cognitive abilities, the unprecedented opportunities on offer hold dangerous consequences too. 

The basic premise for any technological progress is to enrich our lives, and that has broadly been the case with it thus far. However, artificial intelligence and synthetic biology are two general purpose technologies whose scope of impact still remains understated. Given that these technologies hyper-evolve with an increasingly autonomous asymmetric impact, it generates powerful incentives for geopolitical competition with massive financial rewards but without a strong regulatory mechanism. The consequences of AI powered automated wars, bio-engineered pandemics, and technological authoritarianism have already been put to practice. A founder of two AI companies, Sulayman stresses the compelling need for ‘containing’ uncontainable technologies because our species is not wired to grapple with technological transformation at this scale, let alone the potential of technology to belittle and fail us.   

The Coming Wave is absolutely clear, seamlessly compassionate, and immensely powerful listing of the most consequential issues of our times. Behind technological breakthroughs have been people but not anymore as AI has taken over people in the present scheme of things. Think of Open AI’s GPT models which are brain like as they involve billions of artificial neurons, profoundly different from human brain. The artificial neural nets don’t acquire knowledge organically as humans do, by having experiences and reality, but use a combination of data immortality and computing replicability to take over biological intelligence. 

There is no denying the fact that AI and immersive media will permeate society, blurring the boundaries between the real and the virtual while unleashing significant new risks to our privacy, autonomy, and even our identity. Not far is the time when the majority of our daily interactions will not be with other people but with AI, if not already there. While unfolding significant features of the technological wave of intelligence, Suleyman enlists several critical aspects that hold the potential to amplify fragility of human survival – with a power to destroy us as well. In saying so, however, the techpreneur author remains optimist.

Global living conditions may be better today than at any time in the past, yet there is lot yet to be achieved.  The Coming Wave cautions that even in best-case scenarios the coming wave will be an immense shock to the systems governing societies. The question worth exploring is whether the nation-states are in any shape to meet the challenges ahead? Declining public trust, rising inequality, and a warming climate is unlikely to absorb the destabilizing force of the wave. The essential challenge, the author argues, is to maintain control over powerful technologies.  

AI is not only a technology but a way of future life that is hard to imagine and comprehend. No wonder, following the release of GPT-4, thousands of AI scientists called for a six-month moratorium on further research on the most powerful AI models. Despite debates and discussions on the emerging possibilities of AI, rarely anything is heard about containing it. Suleman makes a compelling case for policy makers and security experts to address the ‘containment challenge’ by developing regulatory framework for AI that works well in places as diverse as the Netherlands and Nicaragua, New Zealand and Nigeria. The Coming Wave provides a much-needed narrative on the potentially anticipated and yet disastrous consequences of AI. The easy-to-read book provides a persuasive roadmap for containing the technology rather than to be contained in it.

Who pays when everything is for free!

The awe of network technology is overwhelming as it showers a variety of freebies, so much so that we wonder why stuff like music and movies were priced in the past. Such freebies come on account of us donating vital information and surrendering our privacy - like our interest, buying habits and cyber movements - that has created an economy in the hands of those who 'own the fastest computers with access to everyone's information'.

Little does anyone care because false hope is spread that the emerging information economy will benefit those who provide the information that drives it? If this were so, some 140,000 people employed with Kodak would not have lost their job when Instagram had acquired it; and Facebook would not have rested those 13 employees who made Instagram worth a billion dollars before buying it. Where did all those jobs disappear to and what happened to the middle-class wealth that was created? Haven’t we been witness to recession and unemployment instead!

Digital visionary and philosopher Jaron Lanier argues that we have been psychologically victimized by technologies that we 'have chosen to adopt'. But has there been much choice? Internet technologies promote the strength of democratized wisdom at the cost of killing individual voice and intellectualism. What you say on the internet is converted into dehumanized data, which makes the information aggregator rich and not the one who produces the information in the first place. This is exactly the wrong set of values that Lanier has been concerned about. Having invented the term virtual reality and having been part of the Silicon Valley, Lanier emphatically questions the self-destructive nature of the information economy.

Recognized as history's 300 greatest inventors, Lanier reasons the need for shaping technology to fit culture's needs and not vice versa. He suggests the following experiment: resign from all the free online services you use for six months to see what happens. You don’t need to denounce them forever, make value judgements, or be dramatic. Just be experimental. You will probably learn more about yourself, your friends, the world, and the Internet than you would have if you never performed the experiment.'
